OPEN NATIONAL INVITATION TO TENDER N°003/AONO/SEMRY/CPM/2011 OF 29thNovember 2011 FOR THE SUPPLY OF TWO HYDRAULIC CATERPILLAR SHOVELS TO THE YAGOUA RICE GROWING EXPANSION AND MODERNISATION COMPANY (SEMRY).

1 – SUBJECT OF TENDER :

The General Manager of SEMRY P.O BOX 46 Yagoua hereby launches an open national invitation to tender for the supply of two caterpillar hydraulic shovels to the Yagoua Rice Growing Expansion and Modernization Company (SEMRY).

2 – PARTICIPATION AND ORIGIN :

Participation in this tender shall be open to dealers established or fully represented in the Republic of Cameroon.

3 – FINANCING :

The operations which constitute the subject of this invitation to tender, shall be financed by 2011 budget of SEMRY (2010 rehabilitation funds).

4 – CONSULTATION, ACQUISITION AND VALIDITY OF TENDER DOCUMENTS :

Tender documents may be consulted and obtained at the head office of SEMRY at Yagoua (Tel. 99 41 47 06- 22 29 62 13- 75 74 87 68), upon presentation of the receipt of payment of a non-refundable fee of CFAF 240.000 into the ARMP special account opened in all the BICEC branches in regional headquarters.

Moreover, bidders should get themselves registered by leaving behind their full addresses: post box number, fax, telex, tel., e-mail.

5 – GUARANTEE :

When submitting the tender file, the tenders must be accompanied by a guarantee of CFAF 12.000.000 issued by a first class banking institution approved by the Ministry in charge of Finance and valid for at least 120 days as from the date of submission of tenders.

6 – SUBMISSION OF TENDERS :

Tenders drafted in English or French in 06 (six) copies including the original and 05 (five) duplicates, placed in a sealed envelope must be submitted against a receipt to the secretariat of the head office of SEMRY in Yagoua not later than 06th January 2012 at 12am, and labelled as follows :

7 – VALIDITY OF TENDERS :

Bidders shall be bound by their tenders for a period of ninety (90) days with effect from the date fixed for submission of tenders.

8 – OPENING OF TENDERS :

Tenders shall be opened on 06th January 2012 as from 1 pm in the conference hall of the General Management of SEMRY in Yagoua by the Tenders Board of SEMRY and in the presence of the bidders or their duty authorized representative.

9 – TIME FRAME:

The overall execution time frame shall be one hundred and fifty (150) days with effect from notification of the contract.

10 – MAIN EVALUATION CRITERIA :

A double step procedure shall be used to evaluate the tenders. Firstly, an evaluation of the technical offer shall be done. Secondly, a comparative analysis of the financial offers shall be carried out.

For the final comparison of offers, the following criteria shall be taken into account :

10 – 1 – ELIMINATORY CRITERIA :

Absence or non-conformity of a document in the administrative file;

Unavailability of spare parts in Cameroon;

Source of energy other than diesel;

Gear box not adapted to continuous efforts;

Steering wheel power less than 158 HP/116 KW;

Number of cylinders less than six (06), without turbo;

Non dry-type dual cartridge air filter with service indicator;

Non tropicalized and non water-proof alternator;

Gas oil circuit not equipped with a simple filter provided with water clarificator;

Neither powered nor hydraulic steering;

Unavailability of front and hind frames;

Absence of efficient front and hint lighting system;

Cooling system other than water;

Type of carriage: plough not strong, not adapted to the machine, not equipped with at least 24 notched discs of at least 32 inches/½ in diameter, enable to be used in all season ;

Tracked vehicle of non agricultural type with extreme application;

Absence of proposal to train on the use of machines;

Absence of technical documents in French or English (maintenance and instruction manual, catalogue for spare parts, operational manual, repairing manual, driving manual);

Failure to make provision for a set of spare parts equivalent to 2 000 working hours in normal operating conditions (the technical services of SEMRY should present a list of essential tools);

Technical mark less than 70 over 100.

10 – 2 – ESSENTIAL CRITERIA :

References of the bidders in similar domain : at least three (03) contracts performed including reception reports;

After-sales service;

Financial capacity;

Execution deadline;

Conformity of technical and performance characteristics of material;

Availability of material and essential equipment;

Ensuring security of the fuel system against eventual removals;

Planning of trinning;

Quality of trainer(s) (enclose signed CV(s)).

10 – 3 – TECHNICAL EVALUATION :

The technical evaluation method for tenders shall be based on the eliminatory and essential criteria: these factors must be given marks following purely the positive (yes) or negative (no) method, with an indicated and acceptable minimum (70 %) for all the criteria taken into account.

10 – 4 – FINANCIAL EVALUATION :

As concerns tenders which have obtained a technical mark equal to at least 70 percent, financial evaluation shall consist in verifying:

The constituent documents of the tender file;

The financial proposals (the only authentic price shall be the one written in words in the unit price list).

11 – AWARD OF CONTRACT :

The tender which shall conform to the prescriptions of the tender file, with the most advantageous bid and having sufficient professional guarantees shall be selected.
